Have Your Say on Additional HMO Licensing in Plasnewydd
Cardiff Council is consulting on a proposal to introduce another Additional HMO Licensing Scheme in Plasnewydd. This consultation will help the Council decide whether a new scheme is needed.
Under the Housing Act 2004, councils can introduce an Additional HMO Licensing Scheme where there is evidence that it is needed
and after considering the views of people who may be affected.
The previous scheme ended on 31 December 2025. Before introducing a new scheme, the Council must assess whether additional licensing is still needed in the area.
A review of the previous scheme found that it helped improve housing conditions and property management standards in Plasnewydd. However, concerns remain about housing conditions and management standards in some properties. More information is available in the Consultation Report.
We would like to hear from tenants, landlords, residents and other interested parties. Your views, together with the supporting evidence, will help inform the Council's decision.
